BK 21 PLUS is a national, human resource development project initiated to produce creative, master’s and doctoral-level human resources that will lead the ‘Creative Economy’ of Korea, and to promote creation of new knowledge and technology based on creativity.

Strengthening the groundwork for a research-oriented university through improvements in graduate education & research quality
- Improvements in graduate education & research quality through the establishment of quality-focused achievement management systems and through demands for policies that promote research-oriented universities.
Strengthening of regional graduate schools’ education and research competencies
- Strengthening of regional graduate schools’ education and research competencies through an increase in regional university support funds and through the development of collaboration relationships between universities and middle-sized & regional enterprises.
- Cultivation of field-oriented master’s and doctoral-level human resources through university-industry collaboration.
Evaluation of plans and achievements of university-industry collaboration. to promote close links between graduate education & research and relevant industries so that more field-oriented knowledge, technology and masters’ and doctoral-level human resources are produced.
- Support for cultivation of advanced, multi-skilled human resources in specialized fields.
Introduction of new fields such as digital multimedia, cultural contents, tourism, information security and etc. to promote advanced human resources who are specialized in fields with high social demand.
- Strengthening of program management to improve graduate school quality.
The improvement plans for graduate school quality to be released will be used to reform project structure for 2015, and after 2 years of reform planning and achievement evaluation, a new plan will be implemented in 2016.
Complete re-selection of the project groups
- Practical adjustments of research funds for graduate students and personnel expenses for new researchers.
Increase in supporting funds for graduate students and young researchers by taking inflation rate into account, so that students can focus better on learning and research without worrying about life expenses.
- Scale of support: 252.6 billion won in 2013 for approximately 500 project groups and teams.'
